Eligibility for SAE Assessment

Determination of Eligibility for Substance Abuse Expert (SAE)

(available only in Canada)

The funding eligibility time period begins the date of the Canadian Model violation and ends the date all required information has been provided to the service provider by the individual requiring the assessment.  Adjustments to this time have recently been implemented over a 3 month period beginning November 1, 2016.  The extended implementation period is to allow for a gradual transition from the current 120 day period to a 30 day period as follows:

  • Effective November 1, 2016: 90 day eligibility period.

  • Effective December 1, 2016:  60 day eligibility period.

  • Effective January 1, 2017:  30 day eligibility period.

That person would have engaged in employment and become eligible with a negative test result, and;

Pre-Access

  • Person was subject to a site access test pursuant to section 4.7 of the Canadian Model, and
  • The test result was not negative, and
  • The person was dispatched to a participating employer in good standing with CEFAP.


Pre-access Failure

  • The union member will provide a dispatch slip indicating:
    • Union
    • Employer (must be participating and in good standing)
    • Work start date
    • Applicable collective agreement (sector & trade) dispatched under
  • A copy of the "Drug Testing Custody and Control Form" referred to in Appendix A, sections II and III, of the Canadian Model [confirms date of test]
  • Documentation from the employer that indicates the requirement for assessment under their A&D policy. [non-bargaining personnel]

  • Individual must be on current eligibility list
    • If dispatched in last 30 days, the union member will provide a dispatch slip indicating:
      • dispatching union
      • employer
      • work start date
      • applicable collective agreement (trade & sector) dispatched under
  • Documentation from the employer that indicates the date of a breach of the Canadian Model
  • Copy of the "Drug Testing Custody and Control Form"
  • Location of incident (on or off site)

  • Individual must be on current eligibility list
    • If dispatched in last 30 days, the union member will provide a dispatch slip indicating:
      • dispatching union
      • employer
      • work start date
      • applicable collective agreement (trade & sector) dispatched under
  • Documentation from the employer that indicates the date of and nature of the breach of their A&D Policy and requirement for assessment
  • Copy of the "Drug Testing Custody and Control Form" if tested
  • Some of these will be determined to be eligible even though violation occurred while off-duty

  • Must be a Canadian Model Violation
  • Individual must be on current eligibility list
    • If dispatched in last 30 days, the union member will provide a dispatch slip indicating:
      • dispatching union
      • employer
      • work start date
      • applicable collective agreement (trade & sector) dispatched under
  • Documentation from the employer that indicates the date of a breach of the Canadian Model
  • Copy of the "Drug Testing Custody and Control Form"
  • Record of Employment or employer documentation indicating termination

  • Individual must be on current eligibility list
    • If dispatched in last 30 days, the union member will provide a dispatch slip indicating:
      • dispatching union
      • employer
      • work start date
      • applicable collective agreement (trade & sector) dispatched under
  • CM/RSAP # (this number links all cases in e-tool)
  • Copy of the "Drug Testing Custody and Control Form"
  • Request (Documentation) from OHI
  • Union & trade
  • Employer if applicable (not required to be participating employer)

  • Individual must be on current eligibility list
    • If dispatched in last 30 days, the union member will provide a dispatch slip indicating:
      • dispatching union
      • employer
      • work start date
      • applicable collective agreement (trade & sector) dispatched under
  • CM/RSAP # (this number links all cases in e-tool)
  • Copy of the "Drug Testing Custody and Control Form"
  • Request (Documentation) from case manager
  • Union & trade
  • Employer (not required to be participating employer)

  • Individual not required to be on current eligibility list
